Grants Community General

Enabling Infrastructure Program

The Enabling Infrastructure Program consists of grants for infrastructure planning or projects or that strengthen and build strong regional communities.

A total of $5 million is available under the program for 2025–26 in 2 streams:

Stream 1 – Infrastructure:

  • Grants for infrastructure projects.
  • Funding will be considered for projects that are investment ready, will commence within 6 months and be completed within 2 years from execution of the funding agreement.

Stream 2 – Infrastructure planning:

  • Grants for planning to provide for project readiness, including activities such as:
    • needs assessments
    • feasibility studies
    • stakeholder engagement
    • risk and cost-benefit analyses
    • business case development (including concept or detailed design)
    • implementation planning.
  • Funding will be considered for planning of infrastructure projects where planning will commence within 3 months of execution of the funding agreement and completed within one year of execution of the funding agreement.

Applicants are expected to contribute to the minimum percentage of co-contribution in cash (in-kind contributions will not be counted) – expected amounts are outlined in the grant guidelines below. This contribution is to be exclusive of any other grant funding sources.

While in-kind contributions cannot be counted towards the co-contribution, it will be considered as part of the project’s overall benefit.

You will need to pay for project costs and seek reimbursement. Therefore, you must demonstrate capacity to manage project costs until agreed key milestones are met. There is the possibility of milestone payments throughout the term of the grant to assist with cashflows if needed.

Applications close on 13 October 2025 at 12 pm.
